When opening a public data file from the Ministry of Land, Infrastructure, and Transport in Windows, the Korean characters are broken. However, when opened in Excel, the characters are automatically converted and displayed correctly. When opened in VSCode or Python, the Korean characters are broken, but writing the file with UTF-8 encoding solves the issue. By using the `utf-8` encoding when writing the file, the Korean characters are displayed correctly.
