Ukraine's Foreign Minister Dmytro Kuleba resigned amid a major cabinet shake-up initiated by President Volodymyr Zelensky. The reshuffle, which has involved at least seven top officials and ministers, aims to secure quicker Western support and stave off defeat in the ongoing Russian invasion. Ukraine's parliament voted to appoint Andrii Sybiha as the new foreign minister, who previously served as ambassador to Turkey and deputy head of the presidential office. Sybiha will likely accompany Zelensky on a trip to the United States later this month for the United Nations General Assembly, where the Ukrainian president is expected to unveil his "victory plan." The big reboot appears to be a major cabinet and government reform effort toward securing greater and quicker Western support. Ukraine blamed delays in U.S. support for the fall of Avdiivka, a key eastern city, which paved the way for Russian forces to advance on the key transit hub of Pokrovsk. Pokrovsk is now in Russian crosshairs, and its probable collapse could result in Kiev losing the whole of Donetsk. The shake-up is happening just weeks before Zelensky's expected visit to the US. The Washington Post reports that the victory plan will be presented to both presidential candidates Vice President Kamala Harris and former Republican President Donald Trump.
