How to cook rice in a casserole in the oven?

I have a dilemma that I'm hoping someone can help solve. I know rice is like the most basic of foods a d I have no issue cooking it in a pot. But I keep seeing the nice, convenient, healthy one-dish type meals where people dump uncooked rice into a baking dish with veggies, protein, beans, and whatever else and pour broth in there and stick it in the oven to cook. I have tried doing this about a dozen times and even if I follow the recipe exactly, I always end up with hard, uncooked rice. Even if I add more water/broth than the recipe calls for. I've tried doubling the amount of liquid. It's always undercooked. I even tried in someone else's oven just to rule out a temperature issue.
