The GOP holdouts were convinced to flip their support after President Trump promised to use his executive powers to enforce certain provisions for green energy tax credits. Rep. Thomas Massie, who had initially opposed the bill, switched his vote to yes after Trump's promise. Trump is expected to sign the bill at a White House ceremony, which was initially scheduled for tomorrow morning but has been rescheduled for 5 pm. The bill permanently extends and expands the 2017 Trump tax cuts, introduces new deductions, and provides significant tax relief, but also includes historic spending cuts and repeals tax credits for clean energy and EV sectors.
