Botulism risk in frozen vacuum sealed fish that was put in a cooler with a bunch of other frozen things

My mom descaled some fish and cut it in a certain way to prep it for cooking. Then she vacuum sealed the fish and froze it. She put the fish and a bunch of other frozen foods in a cooler with ice and we packed it into the car for a 7 hour car ride. Since then I have had it in my freezer for a few months. Is there any risk of botulism? I remember when we took it out of the cooler, I’m pretty sure it was still frozen solid (not 100% sure though). We plan to steam cook it, so not sure how high the temperature will get. I plan to feed it to my toddler so I’m a little concerned about the botulism risk. I’m not sure if temperatures in the cooler stayed at freezer temperature. submitted by /u/lg43
