Apple Faced Bipartisan Opposition When It Last Lobbied to Buy Chinese RAM in 2022
Senators Marco Rubio and Mark Warner expressed serious concerns to the Director of National Intelligence regarding Apple's potential purchase of 3D NAND memory chips from China's state-owned manufacturer, Yangtze Memory Technologies Co. (YMTC). They warned that such a partnership would create substantial privacy and security risks within the global digital supply chain. The senators highlighted YMTC's close, though sometimes unclear, connections to the Chinese Communist Party and other state-backed organizations. Furthermore, they argued that any collaboration with YMTC would legitimize and benefit China's unfair trade practices. These practices, they stated, disadvantage American companies by giving Chinese firms an unfair edge. The Biden administration had previously identified YMTC as China's leading memory chip producer, specifically supporting the CCP's goals to challenge U.S. innovation. This concern extended even to chips intended only for the Chinese market. Apple's attempt in 2022 to gain approval for this plan faced strong bipartisan opposition. Marco Rubio, now a key foreign policy figure in the Trump administration, was one of the senators who raised these objections.
