can i steep earl grey tea in water for a cake

from what i know, tea steeps well in water. if the recipe of a cake includes milk as an ingredient can i substitute it with water that the tea has steeped in? or can i do half milk half water? i was wondering if it would work. or should i just steep in milk? i am worried the flavour would not be extracted to full extent submitted by /u/kineticflower
