Does this really to need to simmer for two hours? Can I convert it to instant pot somehow and still get the slow-simmered effect?

This recipe is for Bernadette's Vegetable Soup from the Great White North. It requires sautéing celery, onions, and garlic in oil. Then, hot water with tomato paste is added, followed by carrots, potatoes, cabbage, kidney beans, basil, and parsley. The soup simmers for two hours before pasta is added for the final ten minutes of cooking.
