It's all Part 1 of the Process
Tim's software startup was a vendor for the WTF Exchange, a major stock market. The Exchange's culture was highly bureaucratic, emphasizing process over results. They explicitly stated that "the process is the deliverable" to their agile development team. Predictability was paramount, and deviations from the rigid waterfall project plan were discouraged. End-users highlighted the critical need for a specific surveillance report with real-time updates and detailed formatting. To meet this need, Tim developed a custom software module over a weekend. Upon presenting his work, he was met with dismay, not praise. His new module disrupted the project's careful planning. It was not listed on the Gantt chart or included in any specifications. Tim had failed by compromising predictability and causing immense disruption. This experience highlights a significant culture clash between agile development and strict bureaucracy.
