Rep. Greene Introduces Clean Skies Act Banning Weather Modification, Geoengineering

Congresswoman Marjorie Taylor Greene has introduced the Clear Skies Act of 2025, aiming to prohibit weather modification. This bill, H.R. 4403, targets practices like geoengineering, cloud seeding, and solar radiation management. It specifically bans the release of chemicals into the atmosphere for altering weather, temperature, climate, or sunlight. Violations of this proposed law would be classified as a felony. Offenders could face significant penalties, including fines up to $100,000 and/or imprisonment for up to five years per violation. Greene's bill mirrors similar legislation in Florida, which also seeks to prevent atmospheric chemical dispersion. The Clear Skies Act would repeal existing federal authorities and executive orders related to weather modification. The Environmental Protection Agency and the Department of Justice would be tasked with investigating and prosecuting violations. Furthermore, the act proposes a public reporting system for citizens to report suspicious activities. Greene stated the bill's purpose is to protect the nation's skies, waters, and people from what she calls a dangerous and unregulated practice.
