This program allows U.S. farmers to hire foreign workers due to labor shortages and stricter immigration policies. Mendoza, a young labor broker, saw this as a lucrative business opportunity, recruiting workers with promises of better wages and conditions. He partnered with farmer Charles King, who needed laborers for his new blueberry farm. Mendoza's role extended beyond recruitment to managing workers, housing, and payroll, giving him significant power. He manipulated the system by recruiting more workers than needed to collect application fees. Sofi, a single mother, was among the workers recruited, enticed by the promise of financial stability for her son. Upon arrival, workers were met with suspicion and had to carry large sums of cash on their bodies, raising immediate concerns. Sofi was singled out by Mendoza and tasked with administrative duties instead of field work, receiving no payment. He withheld her passport, effectively trapping her and preventing her escape. Mendoza subjected Sofi to sexual assault and coercion, forcing her into a marriage and threatening deportation if she resisted. He also demonstrated a disregard for worker welfare, including withholding wages and physically punishing Sofi for helping hungry children. Despite her desire to stay with her sick father in Mexico, Mendoza threatened to blacklist her from the H-2A program if she did not return. Sofi ultimately returned to Georgia, believing she had no other choice to secure her son's future.
