This article argues that many African AI startups have localized products but remain structurally dependent on foreign infrastructure. It contends that long-term AI sovereignty depends less on replacing today's cloud providers and more on deliberately owning the data layer, designing portable architectures, and avoiding irreversible vendor lock-in.
