Why Does the On-Screen Keyboard Icon and Interface in Windows 11 Still Retain the Old Design?

In Windows 11, the built-in on-screen keyboard icon and its overall interface design have not undergone significant visual updates or changes compared to Windows 10. I would like to understand the reasons behind this design consistency and whether there are plans or methods to align it with the modern design language of Windows 11.
