Berlin housed between 3,300 and 3,500 individuals in hotels or hostels as of 2025. The total cost for refugee accommodation, care, and integration in Berlin from 2022 to 2025 reached €2.24 billion. Berlin's integration senator acknowledged the high hotel costs, advocating for more cost-effective decentralized housing solutions. The combined expenses for Berlin and Hamburg since 2022 exceed €4 billion, not including additional administrative, security, education, welfare, and healthcare costs.
