Canada Fast-Tracks 1 Million-Bpd Pacific Link Oil Pipeline To Asia

Canada is accelerating the development of a new 1 million-barrel-per-day oil pipeline to the Pacific coast, aiming to diversify its export markets beyond the United States. The project is designated as being of national interest, fast-tracking its federal review process with a target completion by September 1, 2027. This pipeline will extend from Alberta to southern British Columbia, largely mirroring the existing Trans Mountain corridor. Trans Mountain Corp. and Pembina Pipeline will spearhead the initiative, with significant stakes held by federal and Alberta governments, and at least 10% ownership offered to Indigenous communities. Estimated construction costs range from C$35.2 billion to C$43.7 billion, with projected economic benefits including over C$20 billion in annual GDP and up to 140,000 jobs. Government revenue is anticipated to reach C$100 billion by 2060. Currently, over 90% of Canada's crude exports go to the U.S., with the Trans Mountain pipeline being the primary route to the Pacific, already operating at full capacity. The value of Pacific access has increased due to Middle Eastern supply disruptions, making Canadian oil attractive to Asian refiners. China is already the largest purchaser of Trans Mountain's seaborne exports, accounting for roughly 60% of shipments. Canada is also seeking to increase capacity on the existing Trans Mountain system. However, the new pipeline still requires final route approval, regulatory clearances, and extensive consultation with Indigenous groups and British Columbia.
