Dutch Tax Authorities Cancel Microsoft 365 Cloud Rollout, Turn Toward Open Source
The Netherlands' Tax and Customs Administration has halted its planned rollout of Microsoft 365. This decision stems from growing concerns over digital sovereignty across Europe. A recent Linux Foundation report revealed that 94% of EU organizations consider digital sovereignty important. The Netherlands is now exploring a broader shift from proprietary software to open-source solutions. Initially, the Microsoft 365 rollout was scheduled for completion by the end of 2026. However, an advisory council recommended reversing the public-cloud plan due to significant concerns. These concerns included information security, data processing through American servers, and inadequate encryption for Teams calls. Vendor lock-in and a lack of flexibility were also cited as critical issues. The Dutch government will now pursue an on-premises and open-source approach for mail, calendar, and collaboration tools. Other Dutch agencies are also developing an open-source alternative called DAWO, starting with replacing Windows with Linux.
