ESMA 2026 Work Programme – advancing on more integrated, accessible and competitive financial markets in the EU

The European Securities and Markets Authority (ESMA) has released its 2026 Annual Work Programme, building on its 2023-2028 strategy. A primary focus for 2026 will be the simplification of rules and reduction of burdens for market participants. ESMA plans to streamline reporting, enhance risk-based supervision, and ensure proportionate requirements across its remit. The authority will continue work on consultations regarding integrated funds reporting, transactional reporting, and the investor journey. ESMA will also support legislative initiatives aimed at removing barriers in trading and post-trading and facilitating cross-border fund provision. New supervisory responsibilities in 2026 include the authorization of Consolidated Tape Providers, external reviewers for the European Green Bond framework, and ESG rating providers. Furthermore, ESMA will jointly oversee critical third-party providers under the Digital Operational Resilience Act (DORA) for the first time. The work programme also supports the Commission’s Saving and Investments Union Strategy, focusing on supervisory alignment and market data capabilities. ESMA will continue to support the implementation of EMIR 3 and the European Single Access Point, while also monitoring developments on the Retail Investment Strategy and reviews of PRIIPS, SFDR, and the Securitisation Regulation. Finally, ESMA will drive data innovation through its Data Platform and AI-powered tools, and ensure effective implementation of MiCA for crypto-asset markets, while preparing for the T+1 settlement cycle.
