ESMA 2026 Work Programme – advancing on more integrated, accessible and competitive financial markets in the EU

The European Securities and Markets Authority (ESMA) has released its 2026 Annual Work Programme, building on its 2023-2028 strategy. A central theme is simplification and reducing burdens for market participants. ESMA will continue work on landmark consultations concerning integrated funds reporting, transactional reporting, and the investor journey. The authority will also play a key role in legislative initiatives aimed at removing trading barriers and facilitating cross-border fund provision. In 2026, ESMA's supervisory responsibilities will expand to include authorization and supervision of Consolidated Tape Providers, external reviewers for the European Green Bond framework, and ESG rating providers. It will also jointly oversee critical third-party providers under DORA for the first time. ESMA is committed to supporting the Commission's Saving and Investments Union Strategy. This includes aligning supervisory practices and enhancing market data capabilities. The programme prioritizes the implementation of key legislative files like EMIR 3 and the European Single Access Point. ESMA will also focus on integrating simplification and burden reduction principles across all its activities. Data innovation is a key area, with initiatives like the ESMA Data Platform and AI-powered supervisory tools planned. The effective implementation of MiCA for crypto-asset markets remains a priority for investor protection. Finally, ESMA will coordinate with market participants to prepare for the T+1 settlement cycle acceleration.
