ESMA consults on rules for external reviewers of European Green Bonds

The European Securities and Markets Authority (ESMA) has published a Consultation Paper on Regulatory Technical Standards (RTS) for external reviewers under the European Green Bonds Regulation. The RTS cover aspects such as the appropriateness of systems and procedures, authority and resources of the compliance function, and quality of information used for external reviews. The standards aim to enhance the robustness and transparency of external reviews, boosting investors' confidence in the green transition. This is the second consultation on RTS for external reviewers, following the first one in 2024. ESMA invites feedback on the consultation by May 30, 2025, and expects to publish a Final Report and submit the draft RTS to the European Commission by December 21, 2025. The technical standards will also require non-objection from the European Parliament and Council. ESMA encourages external reviewers operating during the transitional regime or intending to apply to become an ESMA-registered external reviewer to participate in the consultation.
