ESMA publishes technical standards on CCP authorisations, extensions and validations

ESMA, the EU's financial markets regulator, released final reports on Regulatory Technical Standards (RTS) concerning central counterparties (CCPs). These reports relate to CCP authorizations, extensions of authorization, and model validations, stemming from the EMIR 3 review. EMIR 3 aims to enhance the efficiency and competitiveness of EU clearing services and CCPs. This includes streamlining supervisory procedures for authorizations and model changes. The RTS detail the conditions for authorization extensions and outline required documentation. They also specify conditions for validating changes to CCP models and parameters, alongside necessary application information. ESMA consulted the public on the draft RTS during the first quarter of 2025. The final reports incorporate feedback received from these consultations. The RTS will now be sent to the European Commission for approval. Subsequently, the European Parliament and the Council will scrutinize the approved RTS.
