European Banking Authority Puts USDC Under Significant-Token Supervision

The European Banking Authority (EBA) has classified USDC as the EU’s first significant e-money token under the Markets in Crypto-Assets regulation (MiCA). This designation means the EBA will assume direct supervisory responsibilities for certain prudential aspects of Circle's euro-area issuing entity, Circle Internet Financial Europe SAS. The classification, announced on October 14, will see the EBA take over oversight of areas such as own funds, reserves, liquidity, and recovery or redemption planning starting November 12. French regulators, specifically the ACPR, will continue to oversee governance, outsourcing, and personnel suitability. This new layer of supervision highlights that stablecoin risk extends beyond simply maintaining a peg, encompassing redemption pressure, asset liquidity, and operational resilience. The designation is a significant development in implementing Europe's crypto rulebook and places additional scrutiny on these critical areas. While this classification provides greater clarity for European financial institutions assessing USDC, it does not eliminate market, custody, or operational risks. MiCA aims to manage these risks rather than remove them entirely, and the USDC designation reflects this nuanced approach to oversight. This marks a milestone in the operationalization of the MiCA framework.
