Investigative reporter Brendan Keefe attempted to record Flock installing a new public camera. Keefe identified himself as press and parked legally to film the installation. The Flock technician saw Keefe, packed up, and left. Keefe followed at a distance to document the next location. The Flock technician then called 911, claiming harassment and being followed. Three police cars responded to Keefe because of the technician's call. Keefe pointed out the irony of being stopped while trying to film the company that tracks everyone. He was eventually allowed to leave after about seventeen minutes. This was not the first time a Flock employee summoned police over filming. Previously, a Flock employee called 911 on YouTube creators filming outside a distribution center. The Flock employee falsely claimed the creators were harassing and potentially armed. No one was charged, but the creators received a trespass warning. Keefe concluded that it is easier for Flock to watch people than for people to watch Flock. Flock stated they do not object to filming in public but allow employees to contact law enforcement if they feel threatened.
