The U.S. Department of Health and Human Services, through SAMHSA, has awarded $42.3 million to states and territories. This funding aims to accelerate the adoption of the Treatment First model for addiction-related homelessness. The initiative aligns with President Trump's executive order to prioritize treatment and recovery over previous approaches. HHS Secretary Robert F. Kennedy Jr. stated the funds will move individuals from crisis to lasting recovery and self-sufficiency. About $17.3 million will bolster Community Mental Health Services Block Grants, supporting system building and workforce capacity. The remaining $25 million will enhance Substance Use Prevention, Treatment, and Recovery Services Block Grants, expanding sober housing options. SAMHSA's Christopher D. Carroll emphasized that Treatment First prevents individuals from cycling through emergency services and the justice system. This contrasts with the previously favored Housing First model, which HUD Secretary Scott Turner deemed a failure for not addressing underlying issues. HUD has now shifted focus to transitional housing and supportive services, allocating $1.3 billion for this purpose. Recent court decisions have allowed HUD to proceed with these funding changes.
