Former President Trump complicated the process by repeatedly demanding Republicans attach legislation, called the SAVE Act, requiring proof of citizenship to vote in federal elections.Ultimately, that language was left out of the bill so that Democrats would support it.
State of play: The bill passed 341-82, with 209 Democrats and 132 Republicans voting for it.
