Let Americans Keep The Savings They Find
Candidates should prioritize health care reforms that enhance accessibility and affordability without complex new government programs. Many Americans already compare prices and seek lower-cost options, yet federal policies often penalize these cost-saving behaviors. A practical affordability agenda should permit consumers' health care dollars to go further when paying for legitimate care.First, consumers should receive credit for all money spent on prescriptions, even if purchased outside traditional insurance. The Every Dollar Counts Act would ensure out-of-pocket spending on covered drugs counts toward deductibles and out-of-pocket maximums, irrespective of where the medication is bought. This would prevent consumers from choosing between lower prices and full insurance credit.Second, Congress should update flexible spending accounts (FSAs) and health savings accounts (HSAs) to include low-cost health care memberships. Currently, these accounts often cover direct medical services but not the memberships that provide discounted access. While certain direct primary care memberships are now HSA-eligible, this benefit should extend to broader health care memberships offering prescription savings and virtual care.These proposals would modernize existing policies rather than create new systems. They address technical rules with significant real-world consequences for consumers. By giving credit for responsible health care decisions and allowing personal funds for cost-reducing services, public policy can reward consumers for finding affordable care. This approach supports individual choice and makes health care more accessible and affordable without extensive government intervention.
