Munich Makes Digital Sovereignty Measurable With Its Own Score

Munich has created the Digital Sovereignty Score (SDS) to assess the independence of its IT infrastructure from specific providers and external legal frameworks, with the Technical University of Munich contributing to its development. This system, visually similar to the Nutri-Score, analyzes IT systems based on technical, legal, and organizational factors. A comprehensive test in late 2025 evaluated 194 critical municipal application services across five categories. The initial results indicated a high level of digital sovereignty, with the majority of services scoring well, though some showed significant risks.
