Additionally, FERC ordered CAISO and SPP to report on managing market seams in the Western United States. The commission advanced a complaint regarding PSE&G's transmission project cost recovery. Conversely, FERC rejected a complaint questioning Duke Energy Progress's transmission rate treatment. Finally, FERC is considering changes to transmission development incentives, balancing promotion of investment with consumer protection.
