US Bitcoin Reserve Stalls As Treasury And Commerce Vie For Control: Report

Sixteen months after President Trump ordered the creation of a federal bitcoin reserve, its structure remains undecided. The executive order from March 2025 aimed to establish a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile, to be funded by forfeited bitcoin while avoiding taxpayer expense. Two government departments, Treasury and Commerce, are reportedly vying to manage the reserve, complicating the process. Questions about the Treasury Department's legal authority to oversee such holdings have also emerged. One suggested option is housing the reserve within the Commerce Department, with the Justice Department's Office of Legal Counsel assisting in determining legal avenues. A further concern involves the long-term holding of bitcoin due to its price volatility. White House officials reiterate their commitment to realizing President Trump's vision of America as a global cryptocurrency leader. Despite an expected announcement, no major developments have occurred, partly because a presidential order alone lacks the force of law without congressional action. Legislation to codify the reserve and acquire one million bitcoin over five years has been introduced but has not advanced. The government currently holds over 300,000 bitcoin, valued at more than $20 billion, and believes long-term holding offers a strategic advantage. Bitcoin's price fluctuations have also impacted the timing, with significant drops occurring since the reserve was first proposed. President Trump, who has personally invested over $50 million in bitcoin, has expressed his positive view on the cryptocurrency.
